A bill amending the Renewable Energy Sources Act was submitted to the Sejm at the end of October. It extends the list of entities that may apply for the status of an industrial customer and so qualify for purchasing electricity on preferential terms. 

Industrial customer – benefits and relie​​​​fs


The industrial customer enjoys preferential treatment when purchasing electricity – this applies to the RES fee, the cogeneration fee and the required quantity of certificates of origin to be presented for redemption.

The bill amending the Renewable Energy Sources Act (no. 744) assigns the status of an industrial customer to entities operating in, among others, production, manufacturing, food, mining or metallurgical sectors.

Detailed list of new PKD cod​​​es


Below is a detailed list of the PKD [Polish Classification of Activities] codes added to the bill. They specify the customer's main business activity, which qualifies them for the status of an industrial customer:

  • 0620 – extraction of natural gas,
  • 0710 – mining of iron ores,
  • 1020 – processing and preserving of fish, crustaceans and molluscs,
  • 1031 – processing and preserving of potatoes,
  • 1081 – manufacture of sugar,
  • 1086 – manufacture of homogenised food preparations and dietetic food,
  • 1330 – finishing of textiles,
  • 1391 – manufacture of knitted and crocheted fabrics,
  • 1393 – manufacture of carpets and rugs,
  • 1396 – manufacture of other technical and industrial textiles,
  • 1431 – manufacture of knitted and crocheted hosiery,
  • 1511 – manufacture of luggage, handbags and the like, saddlery and harness,
  • 1622 – manufacture of assembled parquet floors,
  • 1629 – manufacture of other products of wood; manufacture of articles of cork, straw and plaiting materials,

Industries to be remo​​ved from the list of industrial customers from 2025


In turn, enterprises specialising in the recovery of sorted materials (PKD 3832), manufacture of optical media (PKD 2680), casting of copper and copper alloys (PKD 2454), manufacture of other products n.e.c. (PKD 3299) and precious metals production (PKD 2441) have been removed from the list of industrial customers eligible to purchase electricity on preferential terms from 2025.
