What has changed with the 14th package of sanctions?

The 14th package of sanctions against Russia was adopted on 24 June this year. It includes:

  • mandatory implementation of due diligence mechanisms capable of mitigating risks of re-exportation of battlefield goods to Russia;
  • mandatory inclusion of contractual provisions to ensure that know-how for the production of battlefield goods will not be used for goods intended to Russia;
  • restrictions on exports of goods which contribute to the enhancement of Russian industrial capabilities, including manganese ores and compounds of rare-earths, plastics, excavating machinery, monitors and electrical equipment;
  • ban on loading Russian liquefied natural gas destined for third countries in the EU territory;
  • ban on purchase, import, transfer or export of Ukrainian cultural property goods and other goods of archaeological, historical, cultural, rare scientific or religious importance, where there are reasonable grounds to suspect that the goods have been unlawfully removed from Ukraine.

Further 69 individuals and 47 organisations have been sanctioned. Thus, the sanctions now apply to more than 2,200 entities. Importantly, some of them are established in third countries, i.e. China, Kazakhstan, Turkey and the United Arab Emirates.
