Ceny referencyjne OZE w 2021 r. – projekt rozporządzenia Ministerstwa Klimatu i Środowiska

Ministerstwo Klimatu i Środowiska zaprezentowało projekt rozporządzenia wyznaczającego maksymalne stawki za energię, które będą mogli zaproponować inwestorzy w tegorocznych aukcjach dla odnawialnych źródeł energii, czyli tzw. ceny referencyjne.

Niższe stawki niż w ubiegłym roku mają dotyczyć energetyki wiatrowej i fotowoltaicznej. Na tańsze ceny zakupu energii niż zapowiadane wcześniej przez Ministerstwo Klimatu mogą liczyć inwestorzy realizujący projekty hybrydowe.

Niższa od ubiegłorocznej cena ma przypaść energetyce wiatrowej w koszyku dla instalacji o mocy powyżej 1 MW. Zaproponowano cenę na poziomie 230 zł/MWh wobec ceny 250 zł/MWh z ubiegłego roku oraz 285 zł/MWh sprzed dwóch lat. Cena dla energetyki wiatrowej w koszyku dla instalacji o mocy do 1 MW ma zostać utrzymana na ubiegłorocznym poziomie 320 zł/MWh.

Dla fotowoltaiki cena w koszyku dla instalacji o mocy do 1 MW ma zostać obniżona z poziomu 385 zł/MWh sprzed dwóch lat i 360 zł/MWh sprzed roku – do 340 zł/MWh. Z kolei fotowoltaika w koszyku dla instalacji o mocy powyżej 1 MW musi liczyć się z ceną referencyjną 320 zł wobec poziomu 340 zł/MWh sprzed roku oraz 365 zł/MWh sprzed dwóch lat.

Dla instalacji hybrydowych w koszyku o mocy do i powyżej 1 MW cena referencyjna ma wynieść odpowiednio 415 zł/MWh oraz 410 zł/MWh, – podczas gdy wcześniejsze zapowiedzi urzędników resortu klimatu mówiły o cenach na poziomie 615 zł/MWh oraz 595 zł/MWh.

Projekt jest obecnie procedowany przez Rząd. Będziemy Państwa informować o dalszych zmianach w tej sprawie.

Referenzpreise für EE im Jahr 2021 – Verordnung des Ministeriums für Klima und Umweltschutz 

Das Ministerium für Klima und Umweltschutz hat den Entwurf der Verordnung über die maximalen Sätze für Energie, die die an den diesjährigen Auktionen teilnehmenden Investoren bieten können, also die sog. Referenzpreise, vorgestellt.

Geringere Sätze als im letzten Jahr sollen für Windenergie und Photovoltaik gelten. Mit niedrigeren Preisen für den Ankauf von Energie als zuvor vom Klimaministerium angekündigt können Investoren rechnen, die Hybridprojekte umsetzen.

Ein niedrigerer Preis als im Vorjahr soll für Windenergie im Auktionskorb für Anlagen mit einer Leistung von mehr als 1 MW gelten. Es wurde ein Preis i.H.v. 230 PLN/MWh gegenüber 250 PLN/ MWh aus dem Vorjahr und 285 PLN/MWh von vor zwei Jahren vorgeschlagen. Der Preis für Windenergie im Auktionskorb für Anlagen mit einer Leistung bis 1 MW soll auf dem letztjährigen Niveau von 320 PL/MWh beibehalten werden.

Für Photovoltaik soll der Preis im Auktionskorb für Anlagen mit einer Leistung von bis 1 MW von 385 PLN/MWh von vor zwei Jahren und 360 PLN/MWh aus dem Vorjahr auf 340 PLN/MWh gesenkt werden. Dagegen muss bei Photovoltaik im Auktionskorb für Anlagen mit einer Leistung von über 1 MW mit einem Referenzpreis von 320 PLN im Vergleich zu 340 PLN/MWh aus dem Vorjahr und 365 PLN/MWh von vor zwei Jahren gerechnet werden.

Für Hybridanlagen soll im Auktionskorb mit Leistungen bis und über 1 MW der Referenzpreis entsprechend 415 PLN/MWh und 410 PLN/MWh betragen. Zuvor hatte das Ministerium Preise i.H.v. 615 PLN/MWh und 595 PLN/MWh angekündigt.

Der Entwurf wird gegenwärtig von der Regierung bearbeitet. Über die weitere Entwicklung des Entwurfs werden wir Sie auf dem Laufenden halten.

RES reference prices 2021 – draft regulation of the Ministry of Climate and Environment

The Ministry of Climate and Environment has published a draft regulation setting the maximum prices of electricity which investors may offer in this year’s renewable energy auctions, i.e. reference prices.

Prices of wind power and photovoltaic power will be lower than last year. Investors in hybrid projects may count on lower electricity purchase prices than the Climate Ministry previously stated.

The price of wind power from plants rated more than 1 MW will be lower than last year. The suggested price is 230 zloty / MWh, compared to 250 zloty / MWh the year before and 285 zloty / MWh two years ago. The price of wind power from plants up to 1 MW will remain at the last year’s level of 320 zloty / MWh.

As regards photovoltaic power from plants of up to 1 MW, the price will be reduced from 385 zloty / MWh two years ago and 360 zloty / MWh last year – to 340 zloty / MWh. Investors in photovoltaic plants with power exceeding 1 MW must expect the reference price of 320 zloty compared to 340 zloty / MWh last year and 365 zloty / MWh two years ago.

As regards hybrid plants with power of up to and above 1 MW, the reference price will be 415 zloty / MWh and 410 zloty / MWh, respectively, while the ministry officials previously talked about prices to the tune of 615 zloty / MWh and 595 zloty/MWh.
