New call for proposals under the STEP initiative – an opportunity for green technology companies

Poland and Europe bet on the future based on innovation and technological independence. Two complementary paths to support have been opened in Poland under the European STEP initiative (Strategic Technologies for Europe Platform). They are run in parallel by the Polish Agency for Enterprise Development (PARP) and the National Centre for Research and Development (NCBR). 

PARP – clean technology projects


PARP has announced calls for proposals in two tracks: Innovation and Strategic Independence addressed to companies that invest in clean and resource-efficient technologies. The calls for proposals are split in two tracks:

  • Track A: investment projects that bring an innovative or state-of-the-art or breakthrough element with significant economic potential to the EU internal market.
  • Track B: investment projects that contribute to reducing or combating the European Union's strategic dependence.

The call for applications in two tracks will last from 16 September to 21 October 2025. 

The projects within the STEP framework may cover a broad range of clean and resource-efficient technologies – from RES (photovoltaics, wind, water, geothermal, biogas, hydrogen) to energy storage, grids and industry decarbonisation, to innovations in recycling, biotechnology, alternative fuels and the circular economy.

The aid in the form of non-repayable grants is available to SMEs and large enterprises which pursue innovative projects in strategic cleantech areas. 

The minimum value of eligible costs per project is 10 million zloty, and the maximum available amount is 150 million zloty. The aid intensity depends on the chosen form of state aid and may reach up to 75% of costs eligible for aid.

NCBR – research and development


The second call organised by the National Centre for Research and Development focuses on R&D cleantech projects – from industrial research to development work to prototypes and pilot projects. The calls for proposals are split in two tracks: 

  • Track A – Innovation: the call will start on 6 October and will last until 14 November 2025
  • Track B – Strategic independence: the call will start on 29 October and will last until 12 November 2025 

The budget of all the calls for proposals totals 300 million zloty (150 million will go to Track A and the same amount to Track B).
The aid in the form of non-repayable grants is available to enterprises and their consortia with other enterprises, research organisations or non-governmental organisations operating in Poland.
The two programmes together form a comprehensive development path: from an idea and research (NCBR) to implementation and investments (PARP). This is a unique opportunity to comprehensively develop cleantech projects.
