EU Deforestation Regulation: amendments

​​​​​The European Parliament adopted amendments to the EU Deforestation Regulation (EUDR) on 26 November 2025. 



The most important ones for businesses subject to the regulation are:

  • Postponed entry into force – large and medium-sized enterprises will have to comply with the new obligations from 30 December 2026, while micro and small operators – from 30 June 2027;
  • Due diligence statement will be required only from the first operator who places a product on the EU market;
  • Downstream operators will be required exclusively to gather and store information about their suppliers and customers and DDS reference numbers, with no need to submit declarations to the EUDR system;
  • Micro and small original operators will be able to use single simplified declarations, with an option to provide land plot addresses instead of full geolocation details;
  • ​​Rejected proposal of establishing a zero-risk group of countries.


The European Parliament will now start negotiations with the Member States over the final shape of the regulation. For the postponement of the EUDR to be effective, the legal act must be finally adopted by both the Parliament and the EU Council and then published in the EU’s Official Journal.
