The Polish President signed on 14 April 2022 the Act on Specific Steps to Counteract Supporting Aggression against Ukraine and to Protect National Security. The Act prohibits the importation and transit of coal and coke from Russia and Belarus into and through Poland.

Therefore, the lawmakers plan to enter these goods in the SENT system so that their transport can be monitored.

New items in the system

The SENT monitoring system will include goods coded as:

  • CN 2701: coal; briquettes, ovoids and similar solid fuels manufactured from coal
  • CN 2704: coke and semi-coke of coal, lignite or peat, whether or not agglomerated, and retort carbon

if the gross weight of a shipment of goods coded as above (CN 2701 and CN 2704) exceeds 500 kg.

The monitoring system will not apply to those goods if:

  • they are transported under Article 5 of the Monitoring System Act,
  • they have been placed under a customs procedure of transit, storage, temporary admission, processing, export or re-export,
  • they are transported in unit packages of a gross weight not exceeding 25 kg.

Transports commenced prior to the entry into force of the new regulations and which are expected to be completed after their entry into force will be governed by the old regulations.
